Freedom initiates coverage of American States Water: a bet on stable dividends

Freedom has initiated analytical coverage of American States Water Company (AWR) with a “Hold” rating and a $77 price target. At the current market price of $79.87, the potential for price movement is limited, which, in the analysts’ view, already reflects the business’s high quality and defensive nature.
American States Water Company is a U.S. regulated utility holding company operating in three segments:

Regulated water utility operations through its subsidiary Golden State Water Company (GSWC).

A small electricity business, Bear Valley Electric Service (BVES).

American States Utility Services (ASUS), which provides water and wastewater services at U.S. military installations.
The company’s total customer base exceeds 290 thousand consumers.
Freedom analysts expect GSWC’s rate base to expand. The model assumes $1.17 billion of investment in regulated infrastructure in 2026–2030, which should deliver average annual rate-base growth of 8.7% and earnings per share (EPS) growth averaging 4.4% per year — to $4.29 by 2030.
Additional resilience is provided by the ASUS segment, which operates under long-term contracts with the U.S. government. As of the end of the first quarter of 2026, the remaining contract obligations amounted to about $4.2 billion, and the terms of certain agreements extend to 48 years.
Freedom notes the company’s attractive dividend track record. American States Water has increased dividends for 71 consecutive years. Analysts forecast average annual dividend growth of 6% over 2026–2035 with a payout ratio of around 60%.
At the same time, the “Hold” rating reflects a number of constraining factors. These include the stock’s premium valuation versus peers, regulatory risks related to decisions by the California Public Utilities Commission (CPUC), and the risk of shareholder dilution in the event of additional equity offerings to finance a large-scale investment program.
