Freedom: Progressive’s profitability cushion helps it compete

Freedom Broker analysts raised their target price for Progressive Corporation (PGR) shares to $226, maintaining a “Hold” rating. Relative to the current price of $213,75, the upside potential is 5,73%. Experts believe that the high profitability of underwriting operations gives the company an opportunity to increase market share; however, the current valuation already reflects strong results, and premium growth as well as the number of policies is slowing.

About Progressive

Progressive is a U.S. insurance company offering coverage for personal and commercial vehicles, homes, motorcycles, boats, and other assets. It sells policies directly—via its website, app, and by phone—and through insurance agents.

Main argument — ability to cut rates without losing profitability

According to Freedom analysts, Progressive’s advantage lies in a substantial profitability cushion in its insurance operations. The combined ratio for Q3 was 88,7% versus the company’s target level of no more than 96%. This metric compares underwriting losses and expenses with earned premiums. A value below 100% means underwriting operations generate profit before investment results are taken into account.

Such a cushion allows Progressive to cut rates and increase advertising spending while maintaining profitability. Experts believe this creates opportunities to gain market share from competitors with less resilient margins. However, without new growth drivers, the stock’s upside remains limited.

Adjusted earnings beat market expectations

In Q3 2026, Progressive’s net written premiums rose 4% year over year to $22,301 bn. Net earned premiums increased 5% to $21,869 bn. The first metric reflects the volume of insurance business written net of reinsurance; the second is the portion of premiums attributable to the already elapsed coverage period. Net income decreased 3% to $2,542 bn versus $2,615 bn a year earlier. Earnings per share were $4,37 versus $4,45, down 2%.

At the same time, adjusted earnings per share reached $4,60, beating the Bloomberg consensus forecast of $4,34 by about 6%. The combined ratio of 88,7% also came in better than the market expectation of 89,6% and the 89,5% reported a year earlier.

According to Freedom Broker, the results were supported by lower-than-expected catastrophe losses: $0,4 bn versus the consensus of $0,56 bn. The positive impact from prior-year reserve development totaled $534 mln versus $461 mln a year earlier.

September showed a slowdown in business growth

The analysts’ main concern is monthly dynamics. In September, net written premiums fell 4,6% versus August to $7,3 bn, while earned premiums declined 2,6% to $7,2 bn. The number of policies in force was unchanged over the month after increasing 0,5% in July and August. In the direct auto insurance segment, the number of policies decreased 0,2%.

At the same time, the annual trend remains positive. By the end of September, total policies in force reached 40,489 mln versus 38,078 mln a year earlier, up 6%. Freedom Broker views the September slowdown as confirmation that the market is shifting to a softer pricing cycle—a period when competition intensifies and it becomes harder to raise rates. This limits premium growth and puts pressure on profitability.

Investment income is rising, but the portfolio is under pressure

Progressive’s investment income in Q3 increased 12% year over year and 6% versus the prior quarter to $1 035 mln. The figure exceeded the Bloomberg consensus of $1 024 mln. Growth was supported by a 5% year-over-year increase in the investment portfolio to $99,2 bn and a higher book yield. In analysts’ view, reinvesting cash flows at current rates will support income in the coming quarters.

However, realized losses on securities totaled $170 mln versus a profit of $295 mln a year earlier. Unrealized losses on bonds increased from $1,1 bn at the end of June to $3,5 bn before taxes at the end of September. The latter reduced shareholders’ equity but did not affect net income.

What will determine the valuation going forward

Among the key risks, Freedom Broker highlights intensifying price competition, rising claims costs due to inflation, and potential regulatory changes. Progressive’s debt-to-total-capital ratio is 19,6% versus an internal limit of 30%, adding to the underwriting business’s margin of safety.

The data published on October 14 are preliminary results for September and Q3. The next steps will be the 10-Q filing and the results discussion with investors: according to Freedom Broker’s review, they are expected on November 2 and 3, respectively. More detailed disclosure will allow a more precise assessment of loss trends, reserves, and the outlook for premium growth.
